Marine Corps Systems Command (MARCORSYSCOM) is releasing a Draft Request for Proposal (DRFP) M67854-12-R-1014 for the anticipated procurement of a Mission Payload Modules- Non-Lethal Weapons Systems (MPM-NLWS). This is a draft solicitation only. It is not the intention of the Government to enter into a contract based on this notice or to otherwise pay for information that is submitted. If the Government decides to contract for this effort, it will issue a Final Request For Proposal on or about 10 April 2012.
This will be a full and open competitive acquisition for procurement of the Engineering and Manufacturing Development (EMD) of a Mission Payload Module - Non-Lethal Weapon Systems (MPM-NLWS).
This system, comprised of a new launcher and a new round of non-lethal ammunition, is to provide the Marine Corps with improved counter-personnel, non-lethal capabilities. The system will dispense a new non-lethal munitions that will suppress personnel through light, sound, and pressure stimuli and will provide longer range, greater area coverage, extended duration, and better scalability of effects than current non-lethal weapon systems. It is to be mounted onto the Marine Corps Transparent Armor Gun Shield (MCTAGS), as well as employed in a dismounted/ standalone ground-based configuration. The EMD Phase Statement of Work (SOW) will include requirements for systems engineering, design, integration, test, manufacture, and delivery of the MPM-NLWS launcher and munitions for Government Developmental Test (DT), as well as configuration management and support to the Program Manager, Non-Lethal Systems (PM NLS).
The effort shall be focused on the precise delivery of non-lethal effects against area targets with an enhanced pyrotechnic (thermobaric) payload. It is anticipated that initial delivery of the MPM-NLWS for DT will be required within 20-months after contract award.
The Marines Corps procurement objective for this effort is currently estimated at 312 launchers. The applicable NAICS code for this requirement is 332995 and 332992. The Draft Request for Proposals, SOW, CDRLS, and Government Test Operating Procedures are posted in conjunction with this notice. A copy of the Draft Performance Specification will be provided to interested parties that submit a request to [email protected] provided that they have a valid CCR registration and are not on the Excluded Parties Listing.
All requests should include the point of contact, company name, cage code and duns number. Interested parties should thoroughly read and review the attached documents to further gain an understanding of the proposed requirement.
The Government is seeking questions and comments on the Draft RFP to be considered and possibly incorporated into the Final RFP. Initial questions and comments shall be submitted no later than 3:30 PM, EST Tuesday, 21 February 2012, in writing to [email protected] and copy to [email protected]. The Government will address all questions and comments received up to this date and time. The Government’s response will be issued on the Federal Business Opportunities website via the Navy Electronic Commerce Online entry point.
