That's easy to achieve. The government can fund it instead of gifting money to other projects that will contribute little to electricity generation. They could also make it illegal for banks to refuse to lend to companies building coal fired coal stations as after all from a modern station it is 29% cheaper than from wind farms once all subsidies are considered. It is naive to think finance isn't available as after all Whitehaven coal had no issue getting a loan to buy 2 coal mines this year, it's just the political will to build the coal fire stations that is missing in Australia whereas in China, Vietnam and India there is no issue at all.
