from what i can work out you're talking about the Morrison govt's Jobkeeper program during the covid years when the govt dished out A$30 billion outside the scheme's guidelines and chose not to put a clawback clause in the legislation.
what happened was a cost of living crisis in subsequent years, fueled also by idiotic gas export rules.
