This may help explain the shocking mess of aged care in Victoria - how long before other states are the same?, page-11

Disclaimer: I'm with BUPA on an old hospital plan and have great health coverage and combined cheap car insurance that's very comprehensive. My wife had an extended hospital stay and they were sensational. They're also waving fees for family members financially affected by the pandemic for three months while covering them too.

But don't deal with BUPA if you're trusting. Don't set and forget and think they'll take care of you. You have to constantly monitor things and speak up. Then follow up.

They often use a "rope a dope" approach where they figure you'll tire and give up. That may explain the aged care situation. The Aged Care Minister is fairly ineffectual. If he had kept on their back and stayed on their back they would have delivered. But they did a go slow and he gave up.

All the dodgy private aged care operators have been let off for years. No one seems to care. No one seems interested in holding them to account. It's wrong and it costs lives.
