I don't have specific knowledge on the thermal storage. However, in concept this technology enables the "re purposing" of coal fired assets using most components other than the boilers. Most electrical infrastructure including transmission lines all remain in use and the new assets (presumably) don't need onerous permitting. So in concept a fast exit from fossil fuel and entry into energy storage. This is key for those who don't yet understand. The technology does not generate. It stores, just like battery systems. I would suggest construction risks are relatively low but technology risk is the big question.
