1. The council has to be seen in charge of the agenda, driving a thorough processs
2. Conveniently meantime the law will be implemented allowing horizontal drilling. This will be finalised before the permits finalised, an important legal technicallity.
3. Parties are working together closely. Really no surprises to insiders. Egan mentioned this timing before.
