When you write "China's control.... etc" is for the most part keeping these commodities at rock bottom prices. I don't see government intervening to raise prices to more sustainable levels. Manufacturers who buy these commodities might find this intervention unwanted as they are forced to pay higher prices.
US govt support for new sources of raw materials will probably be contingent on them being globally competitive.
