I agree with your take but what's also possible is that any companies that work in this field and are interested should be able to determine very quickly from the requirements list if they qualify. If they do and want a chance, they express interest. There's nothing to stop them pulling out later.
I assume the next (much longer) stage is that Duma sends them the requirements and the interested company puts together their proposal.
