Sort of a similar story but not as ballsy :)

My son was visiting Melbourne from UK - bought a Melbourne Pass to use on both Citylink and Eastlink - a combined product from two companies.

Six weeks after he left I received a $20 fine for travel without a pass on Eastlink. He bought the pass 12 hours after first traveling, which you can do (up to 48 hrs) and it was the first travel for which we were being fined.

City link told me to quote Eastlink the pass number, which I had obtained from them from the car rego. Two weeks later Citylink advised that the claim had been rejected - reason "unspecified". When I queried it with Eastlink they claimed they could only process the claim once. Just their rule. They could not speak to Citylink and vice versa.

After about five emails and three or for telephone calls I gave up and paid it over the net, having had the PO reject payment because it was overdue.

After paying I sent an email laying out all of the crap that I'd been through, which was more than outlined above.

Result, $20 refund from Eastlink. Six months free travel on City Link.
