Brokers have no interest in pumping a stock unless they stand to make a profit out of it. I daresay the next time we see brokers paying a lot of interest in NWE it will signal an imminent capital raising, but with the cash position looking better than many expected at the moment I wouldn't think that will be happening for awhile.

My take on the lack of interest in 'imminent news' is because nobody actually knows whether this 'imminent news' is actually imminent ;)

It's a long waiting game made even longer when one can see plenty of other spec stocks having decent rallys at the moment.
