does - "there will be no carbon tax under a government i lead" - constitute a lie?

forget for a moment the surrepticious deal with the greens - to my way of thinking julia gillard is the prime minister atm. therefore, she, is leading a government and as such has outright lied to garner the favour of an extreme group of people.

its not a "change of mind", or a compromise, its a LIE.
