Think coal is the driver here, the price of coal is whats driving steel production not really about pollution. I think the Chinese government believed if they slowed down coal demand in china they could influence coal prices, they were terribly mistaken. The reason I say this is China is building 43 coal powered power plants, its not really going to reduce pollution by building more polluters.
