After hitting high of 17 cents SP closed lower at 15.5 cents.

Usually, SP goes down after receiving speeding ticket, IMO.
If there were any accumulator such as bigger player(s) or so, it is almost certain to lower SP in order to avoid any attention.

Or so far SP went up very steeply, so it is natural to realize gaining(profit taking).
