not all shareholders are entitled to the share purchase plan. i participated in the previous spp which was during the past 12 months and am not entitled to participate twice within a year.
if the price of the shares is quite close to the issue price of 1.17 then some people are unlikely to take up the offer as there is no automatic short term profit. the price close to the closing date is clearly the dominant factor in what percentage of an application will be allocated.
