AGO have done a great deal here, securing plenty of scarce port access.
Just remember there are restrictions on the amount of ore allowed to be sent to PH by road, so rail access is the next hurdle (and of course road transport is not an option with the Warick stuff).
Question is how much does AGO have to give away to secure space on the rails???
