I think, in the biggeer scheme of things, AGO didn't pay over the mark...they did what they needed to do to secure a large chunk of port access.
As far a balla balla goes.....just treat it as something that came with the port access for free. Stick the project in a bottom draw or sell it to someone with very deep pockets.
