I have no doubt about that H, the ambiguous bit as there was no mention of appraisal , I consider exploration and appraisal as one and the same anyway...but the end of the quote says it all, PETRONAS have the right to become operator for Deveiopment and exploration and appraisal aren't development, although some of those initial wells may eventually be used for production...
