My thoughts are - whether or not retrospective, I would be expected they list locally. That ticks the commitment to the country box plus opens up the ability to source funds from local pension funds or development funds.
Botswana has something similar - problem being the depth of the local stock market is extremely shallow. So companies list, pull in local funds and shares typically don’t trade much.
