It's Africa. Funny business is the norm. But Noble produces more oil/gas than the whole of Gabon so they would be very p*ssed off at this global sized backhander and very likely to give this govt a wide berth for now. Either way, I recon their 'country' man is already looking for a new job.
And no; it doesn't help the perception that this country could be a 'reasonable' place to do business. Just hope PVD can stay on the right side of such shenanigans. The sooner PVD does a deal, the better for all concerned but June/July still the likely timing (or so I understand)
