The whole premise of the argument:
"Stocks that were unloved by fund managers in the S&P/ASX 100 index due to their small size may be of interest to small-cap fund managers due to their relatively large size compared to many small caps."
Does anyone actually buy that? Normally promoters sell a story of stocks that go up the index ladder get new support at each increment. I wonder what the gainers vs losers statistics for stocks dropping out of the ASX100 looks like. Pretty miserable I would guess.
