m1ckster, appreciate your input, I'm simply looking for some answers. While NC is ultimately responsible the current CEO has been intimately involved from the ground up and as his direct area of responsibility he must be accountable:

Noyrez joined Lynas as Chief Operating Officer in February 2010:

    ONE MONTH AFTER

"Signs a Technical Co-operation Agreement with Rhodia"

"The TCA outlines technical support to be provided by Rhodia for the separation and product finishing sections of the Advanced Material Plant during the operations planning,
commissioning and ramp-up of the plant. Rhodia is uniquely qualified to assist Lynas in this area as Rhodia currently operates similar plants in both France and China."

    AND THE VERY SAME MONTH

"LYC today announced that it has issued a letter of award to UGL Limited (ASX: UGL) to provide engineering, procurement and construction management services for the Advanced Materials Plant in Malaysia.
UGL has an established relationship with Lynas, having undertaken a high level engineering review of the Advanced Materials Plant project earlier this financial year."

    TWO MONTHS LATER

"Mobilization to site in Malaysia is scheduled to commence this month."

To suggest that Noyrez has not been intimately involved & largely in control of LAMP construction from the outset would totally redefine my concept of a Chief Operating Officer. With Rhodia's brief on "operations planning" and their prior experience I can't believe that basic engineering wasn't reviewed on Noyrez's watch.

14 months later a bloody journo reports:

"The engineers also say that almost all of the steel piping ordered for the plant is made from standard steel, which they describe as not suited for the corrosive, abrasive slurry."

    Also

"Although Lynas has forecast repeatedly in recent months that it will start feeding ore into kilns by the end of September, engineers here said that it would take nine more months to install electrical wiring. They also said that pipe shipments were far behind schedule because of a six-month delay in ordering."

Both of which proved correct, I just hope to hell the comments on tanks & liners do not.

    LYNAS RESPONDS

"Lynas confirms that the engineering design and construction execution of the LAMP have been implemented in accordance with all appropriate international standards and practices, suitable for the LAMP’s specific location, which are required to facilitate a safe and viable operation."

".....piping material selection and associated engineering and design in the LAMP comply with international standards
and the engineering makes appropriate allowances for the function required of each pipe."

    Prior EN, Oct 09:

"during the Project suspension, Lynas undertook a high level review of the engineering conducted to date. This review was undertaken by a consortium headed by Mintrex, and including
Abesque Engineering (AEC), BEC Engineering (BEC) and United Group Limited (UGL)."
