I would suggest BHP's & RIO's figures would be able to be relied upon more heavily because they have a production history in the country in question to base their calculations off. What jamwolf is saying is that Cameroon has no such history.
As for what BHP or RIO's costs may or may not include, it depends on what information they are trying to convey. OPEX is different to break-even costs, it's not a slight of hand trick, it's just a different measurement. Just as SDL's OPEX is very much different to it's break even cost.
