You asked what it means when wave C doeesn't exceed wave A.
There is no such EW structure as such.
It is either that C is subdividing and you have only seen 1 of C and are in 2 of C, OR what you think is B & C is in fact A & B of a flat correction upward with C upward to come.
Either of those moves can also be 1 2 3 4 5 rather than ABC.
The 5 wave means it is impulse while ABC means corrective.
Hope that makes sense.
I see patterns that don't conform so I no longer get fixed on them.
