CrazyWizard - I don't think you know enough about capital raising processes.

The placement shares don't start trading until after settlement, but the stock usually recommences trading in advance of that date - with the market aware of the binding commitments that investors have made to subscribe.

As things stand, we have not reached the point where they have announced the binding commitments. And this is overdue.
