This is pure speculation, but I think the locals have been much better at getting the surface gold out than TIE thought and the resource is not reconciling in the mill as expected. TIE have mentioned they have been having problems with ground control due to the all the mining done by the locals. A motivated man with just a pick and a shovel can dig out a lot of gold.
