This is my guess.
I believe we have signed an Memorandum of Understanding for 100% off our annual production. The Chinese trading house gets security of the production for their trading purposes, and they have plenty of customers to trade with who want our stuff.
That basically firms up the project for funding up front as there are funds willing to wait in line and pay a premium for our stuff at the back end.
Like Langfords tweet said, "where and when".
Even if it's for a portion of our annual production, huge stamp of authority made.
