My take has always been that they have been talking to the tier 1 companies because they want them as customers or end users (and obviously the more the better in that scenario), but for the development and production side they want tier 2 companies as partners, because the tier 1’s become too domineering or want the tech all to themselves ,this reducing availability and therefore overall market share
