I previously suggested some scenarios to associates and got some discussion going in private.  Getting someone on board as you say was seen as a good idea but the feeling was (and still is judging on TIG BOD behaviour) "why give it away if we can do it ourselves?"  The reasoning is based on the fact that those who are in control can hold out longer than the rest, conditioning 20-30% of shareholders and eventually getting more shares on the cheap.
This is becoming more and more apparent in developments.  It is hurting the likes of me.  Good examples are another two developments from the Tigers stable, ARS:L and NXE:T.  The bosses are in no hurry and will sit on their golden eggs as long as it takes.  In the case of NXE, the Board are happily thriving on options and couldn't care less what the SP is during development.  They have built walls against takeovers.
Another scenario is to sell TIG for say 10 cents and retain a royalty with an agreed time for development.  Maybe, OK for me??
Your suggestion could work and the SP would immediately appreciate, that's for sure.  There is nothing stopping fast tracking and the income would increase rapidly from day one.  One associate calculated the appreciation in SP would actually pay for development.  MM, you and I can see this,  BOD apparently not.
There are lots of entities in Russia who are probably salivating and want it all for a song but where can they get US Dollars?  They surely must have done the sums and decided on a slowly, slowly version of what you suggest, maybe waiting for Trump to die away.
