He serves at the pleasure of the president to help enact the policies he won an election on. So no, being Secretary of State doesn't give you carte blanche to go globe trotting and making your own calls on things, your job is to implement the presidents agenda on international issues as that's what the poeple of America voted for. Otherwise if Rex wants his own say and to run things his way he can run for President in 2020.
