Hmmm. I might be wrong about the Utica shale having some value.
Now , it seems the Quebec Gov wants to introduce a moratorium bill on fracking which will prevent any fracking for at least 5 years.At the moment there is only a temporary moratorium until a study on the impact of fracking is concluded.(due end of year)

"The province's minority Parti Quebecois government needs opposition support to adopt the moratorium - which would last a maximum of five years. It would ban gas exploration and extraction in the Lowlands region of the St Lawrence River, site of the rich Utica and Lorraine shale gas formations."
