'precluded from trading in any way', has to include availability of their shares for leverage/options trading to prevent short selling etc. Actually, I think the bigger issue is brokers flouting already existing rules, not held to account. Regulators incapable of being effective, perhaps due to insufficient capacity to enforce the rules because of overly protracted legal proceedings. They're rarely prosecuted for the inaccurate advice and the penalty for doing so is insufficient. They should be banned from giving advice. The licence to be an advisor has to be suspended.
