Yes it could be a limited time promotional price. I did see the Walmart listing later on - the price difference is a bit odd as Sam's Club is a affiliate of Walmart (kind of like their version of Costco, requiring a membership subscription). US$10 seems cheap whereas $32 seems overpriced. But could be some price point experimentation going on..
