oorain the purpose of the stimulus money was to get it circulating in the economy. It does not matter what it was spent on. The only people who did not deal with it as intended were those who saved it funnily enough.
As to some of it going to Australians overseas well the same thing happened with foreigners in Australia who received stimulus payments from their countries and probably spent it here. It all equals out in the wash you see.
