I'd expect they'll have to pay someone to take it. I doubt the first world would take it. I doubt the developing world would take it for free. It is a hassle to handle for very little gain. Importing road base is hardly value-adding. Furthermore, the quantities are modest. It wouldn't even do a half-baked dictator's driveway.
