I would be careful before blaming someone until you have researched it thouroughly, I don't know who 'caused' the problems in the first place, but I am game it appeard in 'Carr's tenure.
That said Iemma was a fill-in and a scapegoat, the problems still exist imo, the state needs money and they need to get it fast preferably without having to pay interest on it, but the unions always seem to have something to say about giving away their cushy jobs
