Rewards usually come to those who are patient.

Some might assume that Carpenter is continually ordering his staff back to the drawing board in the hope that they will eventually find a legitimate reason to hand the lease back to RIO.

I recall, very early in the piece, it was stated that the decision was not expected to be handed down prior to mid Feb.

This time frame did not take into account the domino effect created by the change in the head of the state.

Everything is on track and NOTHING new has come up which would suggest that Shovelanna should be handed back to RIO.
