To win the tender a company must meet the specifications. How they do it irrelevant.
If you bothered to read the document in full you discover that High performance Concrete meeting the proposed specification is widely used in other jurisdictions. AFAIK none of the HPC uses CNT.
"HPC concretes are usually designed using materials other than cement alone to achieve these requirements, such as flyash (from the coal burning process), ground blast furnace slag (from the steel making process, or microsilica fume (from the reduction of high quality quartz in an electric arc furnace). Different amounts of these materials are combined with Portland Cement in varying percentages depending on the specific HPC requirements."

No mention of CNT or Edencrete.
IMO people are letting their imaginations run wild and seeing hidden confirmation of EDE everywhere.
Until EDE wins a contract it is pure speculation.
