Global capacity is around 3000 tonnes. Production is currently around 2000 tonnes. Sales were around 50 tonnes in 2014.
Bayer ceased production of MWCNT several years ago. They were making about 100 tonnes pa.
It seems that demand is minimal and CNT may be sold at a loss.
The problem is that there is very little demand for the current production of CNT so there is incentive to make the huge quantities needed for large scale concrete infrastructure. EDE planned production of 2.4 million gallons pa is only enough to build a few kilometres of freeway per year.

Graphene is a single layer of graphite. CNT is graphene rolled into tubes.
Graphene oxide is made by chemically treating the surface of graphene or CNT to make them hydrophilic (water loving).
The Monash patent used graphene oxide made from graphite.
IMO the whole CNT and graphene sector is based on hype not demand.
