I don't think the time taken to date is excessive. The reality in business is that most things take a lot longer to achieve than expectation.
Also, look at the Rio/Hancock venture. The Govt still hasn't given them approval to proceed and you would expect that with the parties concerned etc that would be a quick and easy decision.
