If the green light were given to import second hand cars en mass from Japan it could open a flood gate of back yard dealers offering cars but no warranties. I believe there would be a whole lot of less fortunate people financially ruined by such a move.

Some thing even as mundane as a name plate or badge will cause a problem for Insurers...if a "grey" import is involved in an accident, the Insurer under contract must either return the vehicle to it's original state prior to the accident, or deem it a total loss paying out the insured.

Most Insurers tend to run from "grey" imports fro that reason.

One can still import on a one off basis, therefore the buyer knows what his exposures are.

There probably would have to be just another Government body to oversee the importation of S/H vehicles and the standard of same, with attention to ADR compliance to prevent abuse of the system and ensure the public are not sold a lemon...

Our local car industry is gone.

1) We should be free to import anything we want from Japan or any country with first world safety standards. its our own problem if spare parts have to be imported.
2) We should abolish Australian Design Rules.
3) we should allow parrallel importing. The dealers are spivs who have had it too good too long.
