Having owned an accommodation business for 9 yrs ( a bit smaller in size) i can confirm that there are plenty of ways to have other booking engines hosting rooms without the need for a website, but you will part with fees of 10 to 15 per cent of room rate, and a fee to a site that distributes your info but thats usually a monthly fee. It is a possible argument to say you dont necessarily need a website, and you could argue that the added cost may be a burden on a small operator but these guys are big enough surely for a member of their it team to do it. Maybe my son could do it for them for a small charge as he has a diploma of graphic design collecting dust and im sure he has time between casual shifts at maccas to whip one up.
