If you're underwater already that is a risky strategy.
What's the opening day upside on a positive ann. 12%? If you're underwater more than that you can still average down by buying AFTER the ann - on certainty. If you're underwater less than that, it's really not worth averaging down for if it exceeds your original plan on how much to invest here prior to approvals/commercial agreements given the risk.
That's how I see it anyways.
