I had a quick look at the change in substantial holding from Deutsche. Looks like Deutsche are borrowing the shares from NAB, this means that Deutsche becomes the registered holder of the securities. Then, via a securities lending arrangement Deutsche are lending them out to 3rd parties to sell (go short).
This explains the constant updates from both NAB and Deutsche in relation to change in substantial holdings.
