I don't think the Next Battery site has been taken down. If that was the case I would expect a Can't connect error 404.
If a site is being reconstructed then the usual practice is to tell somebody that when they try to log on. That's what HIPO has done with the link

I get the message under construction.
Given the importance that was placed on Next Battery then the taking down of the site would be a bad omen.
