do you really believe the NZ Govt is going to use the convertible loan as a stalking horse to acquire 100% control of AirNZ which would involve wiping out a large number of their voting constituents (Kiwi retail shareholders)? In the famous words of Darryl Kerrigan “tell him he’s dreaming”...
I agree with your general premise that this is a high risk play (like all airline investments, especially in troubled times like these) but it’s not credible to suggest the above
