Lead time for a longwall is currently 24 months. If you could find a second hand unit, you will spend 12 months refurbishing. HV switch-gear lead time is 12 months. Road headers and continuous miners can be on contract.

They could very well get coal out by March 2015. But it will be development coal off the road headers at very small tonnages. They could well say when the time comes, that we always planned to on sell WICET capacity until at full production.

The question... Is the statement of 'Production by early 2015 in line with WICET' misleading?

Morally maybe, but probably just enough wiggle room with literal meanings to just stay out of trouble with the ASX.
