    I think you are on the money, and appropriately so.

    The big $45M question is!

    Do they have a plan for financing the development they have reported to the market that they intend to do;
    OR DONT THEY?

    If they could publish a five paragraph statement to the market "Either way" that might cover off the doubts everyone has at the moment.
