Why should they invest in "the network" - just to keep the whinging bush fold happy, and to provide a further free ride for their competitors to use an enhanced network funded by Telstra?
If the people in the bush want upgraded services (beyond the basic services they already have) then let them pay the the going market price, not a price subsidised by the rest of Telstra customers.
