tis policy quickly brings to mind the indonesian pertamina n malaysian petronas polcies of the recent past in those 2 countries. the new polcies enabled corruption on a grand scale by satisfying the 'indigenous' cos with nepotic connections to corrupt politicians to be set up to become freeloading shareholders in the controlled industries.
some namibian politicians are getting greedy; soon we could be seeing namibian mr/mrs 10 percents like the suhartos n mahathirs.
