There is no "head engineer" in any of the capital cities, who signs out all the aircraft.
Perhaps your mate was just big noting himself?
There is a shift foreman (DMM) and a senior LAME who organises and plans the the manpower of a team of LAMES who rectify and certify aircraft.
There are no "perks" as you put it. You do your shift, you cerify your assigned aircraft,you work and get paid as per the award. And at the end of the shift you go home.
As for pilots, when they are away from base they get accomodation and allowances just like any other airlines in the world. I will leave that to a pilot as i am an engineer.
